Under those provisions, I thought — and everyone else thought, I think, who passed those provisions — that upon someone being charged, if the judge has a reasonable belief that the person has a mental disorder that would affect his standing at trial, or if he had perhaps a disorder when he or she committed the offence, or the prosecutor can bring forward an application, or the defence can bring forward an application for an assessment.
