1. Provisions laid down by law, regulation or administrative action of the Member States which restrict by number or percentage the employment of foreign nationals in any undertaking, branch of activity or region, or at a national level, shall not apply to nationals of the other Member States.

As is required in detention reviews for permanent residents and other foreign nationals, at all stages in the mandatory detention review process for “designated foreign nationals” the officer conducting the review is required to bring the “designated foreign national” before the Immigration Division (new subsection 57.1(3)).

Canada must, in my opinion, conduct a foreign and defence policy review through public consultations with parliamentarians, the defence and foreign policy communities and the Canadian people to determine what our national security requirements are and then determine how to pay for them, not the other way around, as this government has done in the secrecy of cabinet.
