The competent authority may at the request of the rights-holder or on its own initiative, if national law allows the competent authority to act on its own initiative, request access to books and records kept by the licensee, for the sole purpose of checking whether the terms of the licence, and in particular those relating to the final destination of the products, have been met.
8. L'autorité compétente peut, à la demande du titulaire des droits, ou de sa propre initiative si le droit national l'y autorise, demander l'accès aux cahiers et registres tenus par le titulaire de la licence, à la seule fin de vérifier si les conditions de la licence et, en particulier, celles concernant la destination finale des produits, ont été respectées.
