The reality is that any licensing regime, to the extent it isn't warranted, is an inefficiency and a burden on the economy and on the specific players involved, even if all it does is create delays in entry or market expansion or costs of participating in the process, costs of watching everybody else's licensing process.because then you get into the regulatory gaming issues and all of those things.
