In the explanatory memorandum accompanying a legislative proposal, the Commission will include the following five pieces of information, possibly on the basis of a standard format: consultations held and results obtained, impact assessments carried out, reasons for choosing the proposed instrument (particularly with regard to the principles of subsidiarity and proportionality), and the budgetary implications of the proposal.
La Commission précisera dans l'exposé des motifs de ses propositions d'actes les cinq éléments suivants, éventuellement sur la base d'un modèle-type: les consultations effectuées et les résultats obtenus, les analyses d'impact auxquelles elle a procédées, les justifications pour le choix de l'instrument qu'elle propose, notamment au regard des principes de subsidiarité et de proportionnalité, enfin, les implications budgétaires de la proposition.
