Monsieur le Commissaire, je suis convaincue qu'il s'est alors agi d'une victoire manquée et que la rigidité verbale par laquelle on a refusé un compromis sur le préambule - je dis bien, sur le préambule - qui ne touchait pas du tout le dispositif, a en réalité risqué de couvrir, sous un aspect de rigidité verbale, un aspect de vie essentiel et a fini par jouer le jeu de toute une série de grandes puissances, plus ou moins amies, ou de grands marchés certainement irrités par cette initiative.
