Nevertheless, the principle according to which a beneficiary may not exercise discretion when awarding financial support to third parties should be maintained, in particular to avoid any confusion between the possibility offered to beneficiaries to design and implement, under their responsibility, actions which involve financial support as an eligible activity and the possibility to entrust budget implementation tasks under shared or indirect management to certain bodies, entities or persons.

Over the last four years the Commission received a substantial number of letters concerning the different charging options used by banks. These are: 'OUR' (all charges are borne by the originator), 'BEN' (all charges are borne by the beneficiary) and 'SHARE'(charges are shared between the originator and the beneficiary).

This measure relates to registered disability savings plans and provides for the rollover or transfer of investment income earned in a registered education savings plan to an RDSP in certain circumstances, particularly where the RESP and the RDSP share a beneficiary and that beneficiary is unable to pursue post-secondary education as a result of a mental impairment.
