The plan includes a complete review of all secondary level vocational qualifications over the next two years, the introduction of a minimum 6-month period of on-the-job training in all qualifications, the increase of the duration of secondary level training and the development of the apprenticeship system with the objective of having 20% of all new entrants to secondary level starting an apprenticeship training.
