(22) The European Strategy on Tobacco Control adopted by the WHO Regional Committee for Europe in September 2002 recommended that Member States ensure citizens’ right to a smoke-free environment by, inter alia, making public places, workplaces and public transport smoke-free, banning smoking outdoors in all educational institutions for minors, in all places of healthcare delivery and at public events, as well as classifying environmental tobacco smoke as a carcinogen.

By way of an illustration of the precautionary principle, I should like to cite the following example. The Italian Government recently banned smoking in virtually all indoor spaces in Italy, and a wave of indignation swept through the country; yet there can be no doubt that the ban has had a positive impact.

In its 1989 Resolution, the Council called on the Member States to take measures to ban smoking in public places in certain establishments and in forms of transport.
