Even if all the Parties to the Montreal Protocol were to apply it and phase out products that deplete the ozone layer, the concentration of chlorine in the stratosphere is still expected to rise substantially by the year 2000 (from 3.3 to 4.1 parts per billion) as products emitted earlier slowly break down in the atmosphere. 1 COM(93) 202. As emphasized in the Community's Fifth Action Programme on the Environment, there are compelling environmental reasons for the Community to go beyond its international commitments to reduce the chlorine load in the atmo ...[+++]
