On the issue of the examination of the machinery of the Government of Canada in implementing our international human rights obligations, I would like to place on the record, and hopefully plant the seed, that perhaps members of the committee might look at the Second Optional Protocol to the International Covenant on Civil and Political Rights, which Canada has not ratified.
En ce qui concerne l'examen de l'appareil du gouvernement du Canada dans le contexte de la mise en œuvre de nos obligations internationales en matière de droits de la personne, j'aimerais que figure au compte rendu et, espérons-le, planter la graine, afin que, peut-être, les membres du comité examinent le Second protocole facultatif se rapportant au Pacte international relatif aux droits civils et politiques, que le Canada n'a pas ratifié.
