2. Urges both states, given that the location of the Italian oil tanker renders the question of juridical sovereignty in the case debatable, to agree on the case being submitted to the Permanent Court of Arbitration established under the First Hague Peace Conference and urges, as a consequence, that the relevant tribunal resolve this case as a matter of the utmost urgency;
