Stresses the importance of regional airports in the context of air transport and their important role in contributing to territorial, economic and social cohesion, both within the Member States and throughout the Union, by connecting regions; points out that existing public service obligations should be maintained, and that any such obligations agreed in the future should be justified by the need to guarantee the accessibility and territorial continuity of regions, such as the outermost regions, peripheral or island regions, and central areas not lying on the main transport routes, given that suitable air transport links would enable them to cope with their inherent geographical handicaps; notes that priority should be given to improvi ...[+++]ng intermodality in order to achieve this objective; favours the option of concluding partnership agreements backed by national and regional authorities and airlines; notes the importance of airports, which are sometimes the only effective link between a region and the rest of Europe; stresses that regional airports are also needed in the least developed regions of Europe, which lack strong road or rail networks; believes, therefore, that proper connections to the regions should be provided; notes that, in the context of the current economic crisis and efforts at fiscal consolidation, the right balance should be struck between each airport’s need to be competitive and balance its books and the social and regional needs that must be met;

Takes the view that peripheral regions ought not to exist in Europe in social and economic terms, and that to this end various policies and measures should be implemented, such as a policy which encourages young people to remain in or move to the peripheries and enables people living there to survive; notes that in regions with net outward migration innovative and decentralised social infrastructure concepts, together with a high degree of active citizenship, improve the quality of life and are factors which strengthen economic stability, also among young people; considers that regional ...[+++] economies and structures should be renewed in advance in preparation for coping with the impact of the ageing of the population and that those regions where population ageing will be most rapid could be used as testing grounds for experimenting with and funding innovative solutions to regional problems caused by rapid demographic change, bearing in mind that new social and services-related innovations are needed in many areas, for example:

13. Takes the view that pressure on the cross-border regions is moving eastward. Poverty indicators in the EU 27 reveal an increase in regional disparities in social terms. Even though enlargement is expected to bring economic growth to these regions, it is important that it be achieved in line with the cohesion objectives. Takes the view that the enlargement countries will experience difficulties in their transition to a single market, entailing a break with social systems based on protected jobs;

11. Recognises that the tendency towards nominal convergence at national level is not yet accompanied by real convergence at regional level in all sectors; points out that differences increasingly obtain between the regions and that the differences between the poorest and richest regions are still very pronounced; notes with concern that the rise in unemployment has affected the regions to widely differing degrees; stresses the disturbing fact that unemployment in the 25 regions most affected stands at an average of 23.7%, while in ...[+++] the 25 least affected it is only 4%; notes the existence of a correlation between unemployment and low income per capita levels, and that unemployment should no longer be considered linked to restructuring processes in the industrialised countries; calls for greater account to be taken of conditions in individual regions, including long distances, low population density and harsh climate, and, especially, the causes of unemployment; calls for the dimension of territorial cohesion in its national, interregional and crossborder aspects to be included in future in the triennial reports on economic and social cohesion;
