Calls on the Commission to organise an interinstitutional discussion involving at the initial phase, at the highest level, representatives of the Council, of the Commission, of the Court of Auditors and of Parliament, and in the second phase representatives from the Member States, from national parliaments and from supreme audit institutions, with a view to embarking on a comprehensive debate on the current discharge procedure system;
180. demande à la Commission d'organiser un débat interinstitutionnel au plus haut niveau, en associant, dans un premier temps, des représentants du Conseil, de la Commission, de la Cour des comptes et du Parlement et, dans un deuxième temps, des représentants des États membres, des parlements nationaux et des institutions supérieures de contrôle afin d'entamer une réflexion globale sur le système actuel de la procédure de décharge;
