Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). A tic is an involuntary, rapid, recurrent, nonrhythmic motor movement (usually involving circumscribed muscle groups) or vocal production that is of sudden onset and that serves no apparent purpose. Definition: Considerable cultural variations occur in the presentation of this disorder, and two main types occur, with substantial overlap. In one type, the main feature is a complaint of increased fatigue after mental effort, often associated with some decrease in occupational performance or coping efficiency in daily tasks. This common vision is the subject of the first part of the Statement; the second part sets out the European Community humanitarian aid approach to guide implementation of this vision at the Community level and further specifies priorities for concrete action at the Community level.

In this respect, Europe must develop a common vision and a long-term strategic plan and must also have the necessary political dialogue with other states within an enlarged framework of international cooperation and, in this respect, the Council is very pleased that the Commission has announced that it will be organising a high level political conference in 2009 concerning the long-term worldwide vision for space exploration.

I believe that, whatever kind of signals we could give, like the resolution you produced, or proposals by the Commission, or trying to intervene with benchmarks from the Commission to compare how the different Member States work on the ground, we can succeed only if there is a common vision for the future, a vision which is based on open societies and free market, and in the first place, when we are talking about consumers, that we will not comprise on consumer safety.

It is bound up with the very credibility of the European Union. It is bound up with the principles and values on which we want to build a common vision for a European Union of peace, security, stability and development for the developing nations of the developing world.
