The law treats subsistence and commercial hunting differently, because an aboriginal person going out and shooting a ringed seal for dinner is a different enterprise from that of somebody going out and killing 300 harp seals in a day so they can sell the pelts to Southeast Asia, the difference being that there's a much better chance that the aboriginal person killing that single seal will be focused on that animal and will use it in its entirety, and that activity is easier to regulate, from an enforcement point of view, than large-scale commercial hunting.
La loi n'est pas la même selon qu'il s'agit de chasse commerciale ou de subsistance, car l'activité de l'Autochtone qui abat un phoque annelé pour son repas est bien différente de celle du chasseur qui tue 300 phoques du Groenland en une journée pour vendre leurs peaux à l'Asie du Sud- Est; la différence, c'est que l'Autochtone qui abat un seul phoque se concentrera sur cet animal et l'utilisera dans son intégralité, et que cette activité est plus facile à réglementer, du point de vue de l'application de la loi, que la chasse commerciale à grande échelle.
