NT L'INSCRIPTION DE DISPOSITIONS FINANCIERES DANS LES ACTES LEGISLATIFS LE PARLEMENT EUROPEEN, LE CONSEIL ET LA COMMISSION considérant que la déclaration commune du 30 juin 1982 dispose que "afin de donner à la procédure budgétaire sa pleine signification, la fixation de montants maximaux par règlement doit être évitée, de même que l'inscription dans le budget de montants se situant au-dessus des possibilités réelles d'exécution" [2] , considérant que les dispositions de la procédure budgétaire devront, selon une déclaration annexée à l'accord interinstitutionnel du 29 octobre 1993 [3] ,
