H. considérant qu'en 2007, la Russie a suspendu sa participation au traité sur les forces armées conventionnelles en Europe; que le 11 mars 2015, elle a mis un terme à sa participation au groupe consultatif commun dans le cadre du traité sur les forces armées conventionnelles en Europe et qu'elle s'est donc pleinement retirée du traité;
H. whereas in 2007 Russia suspended its participation in the Treaty on Conventional Armed Forces in Europe (CFE); whereas on 11 March 2015 Russia ceased its participation in the Joint Consultative Group within the framework of the CFE and, as a result, has fully withdrawn from the Treaty;
