Insists that social and economic rights should be explicitly included among the fundamental rights laid down by the future Charter of Fundamental Rights, including the rights of trade unions as well as the rights of individuals vis-à-vis trade unions; calls for priority to be assigned to promoting literacy, as this is an important element in combating exclusion; this should apply both to children and to adults without distinction, as the right to education is a fundamental right;
