Member States and the Union should use regulatory, non-regulatory and fiscal instruments, for example Union-wide energy performance standards for products and buildings, labelling, and ‘green procurement’, to incentivise cost-effective transition of production and consumption patterns, promote recycling, make the transition to energy- and resource-efficiency and a safe and sustainable low-carbon economy, and ensure progress towards more sustainable transport and safe and clean energy production while maximising European synergies in this respect and take into account the contribution of sustainable agriculture.

Welcomes the strategy of adopting minimum energy performance standards and calls on the Commission to establish and apply them by 2008 for air conditioning and all types of television set-top boxes; urges that this be done in conjunction with a dynamic revision of labelling and notes that the CE marking can support the enforcement of minimum energy performance standards; calls on the Member States to devote more resources to market surveillance;

Member States shall take the necessary measures to ensure that the energy performance of existing buildings with a total surface area over 1000 m which are being renovated, whether this applies to the structure of the building or to the systems which consume energy (heating, domestic hot water, cooling, ventilation, etc.), are upgraded in order to meet the minimum energy performance standards referred to in Article 3 in so far as these are technically feasible and the requisite investment is economically viable.
