Recognises, in conclusion, that the transition from a highly centralised to a decentralised approach to internal control procedures in a short space of time represented a major challenge in 2003; notes with satisfaction that of the smaller institutions, Parliament - thanks to the efforts of its Administration - was one of the few to have succeeded in adopting the necessary subsidiary texts in time for the entry into force of the new Financial Regulation on 1 January 2003;
22. reconnaît, en conclusion, que le passage à bref délai d'une approche hautement centralisée à une démarche décentralisée à l'égard des procédures de contrôle interne a constitué un défi majeur en 2003; note avec satisfaction que le Parlement - grâce aux efforts de son administration - a été l'une des rares institutions de petite taille à pouvoir adopter en temps voulu les textes subsidiaires nécessaires pour l'entrée en vigueur du nouveau règlement financier au 1 janvier 2003;
