On 17 December 2015, the United Nations Security Council adopted Resolution (UNSCR) 2253 (2015) recalling that the Islamic State in Iraq and the Levant (ISIL, also known as Da'esh) is a splinter group of Al-Qaida and that any individual, group, undertaking or entity supporting ISIL (Da'esh) or Al-Qaida is eligible for listing by the United Nations.

Iraq - In response to the conflicts in Iraq and Syria, and to counter the global Da'esh threat, the EU adopted the EU Regional Strategy for Syria and Iraq as well as the Da'esh threat, on 16 March 2015.

For Iraq the strategy foresees a mix of humanitarian and resilience aid, support for the stabilisation of areas liberated form Da'esh, support for rule of law, good governance and improved economic performance, as well as non-military support to the various lines of effort of the Global Coalition to counter Da'esh.

Pour l’Iraq, la stratégie prévoit une combinaison d’aide humanitaire et d'aide à la résilience, un soutien à la stabilisation des zones libérées de Daech, un soutien à l’État de droit, à la bonne gouvernance et à de meilleures performances économiques, ainsi qu’une aide non militaire aux différentes lignes d’action de la coalition internationale de lutte contre Daech.


5. Welcomes the commitment to redouble collective efforts to defeat IS/Da’esh made at the ministerial meeting of the international coalition against IS/Da’esh in Paris on 3 June 2015; calls on the coalition to step up efforts to implement a common, multi-dimensional and long-term strategy to weaken and eventually eradicate IS/Da’esh; stresses the need to complement this strategy with strengthened cooperation with all regional state and non-state actors committed to fighting IS/Da’esh;

5. se félicite de l'engagement pris à la réunion ministérielle de la coalition internationale contre l'EI, qui s'est tenue le 3 juin 2015 à Paris, visant à intensifier les efforts collectifs de lutte contre l'EI; demande à la coalition de redoubler d'efforts en vue du déploiement d'une stratégie commune, multidimensionnelle et à long terme pour affaiblir et, en fin de compte, éliminer l'EI; souligne qu'il est nécessaire de compléter cette stratégie par une coopération renforcée avec tous les acteurs régionaux – gouvernementaux et non gouvernementaux – engagés dans la lutte contre l'EI;


A. whereas IS/Da’esh attacked the Palestinian refugee camp in Yarmouk on 1 April 2015; whereas the Assad regime continued the shelling and aerial bombardment of the camp in response to the IS attack and intensive street battles between anti-Assad armed opposition groups, Aknaf Bait al-Makdis on the one hand and IS/Da’esh and Jabhat al-Nusra on the other occurred throughout the camp; whereas on 16 April 2015 Palestinian military units, with the assistance of Syrian rebels, forced IS/Da’esh fighters to retreat from the camp; whereas IS/Da’esh’s withdrawal leaves al-Qaeda affiliate Jabhat al-Nusra largely in control of the camp;

– having regard to the Joint Communication to the European Parliament and the Council of 6 February 2015, entitled ‘Elements for an EU regional strategy for Syria and Iraq as well as the Da’esh threat’ (JOIN(2015)0002), in which the Commission and the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy recognised the seriousness of destruction and looting of cultural heritage in tackling the crises in Syria and Iraq and the threat posed by Da’esh,

– vu la communication conjointe au Parlement européen et au Conseil du 6 février 2015 intitulée "Éléments relatifs à une stratégie régionale de l'UE pour la Syrie et l'Iraq ainsi que pour la menace que constitue Daech" (JOIN(2015)0002), dans laquelle la Commission et la vice-présidente de la Commission et haute représentante de l'Union pour les affaires étrangères et la politique de sécurité reconnaissent la gravité des destructions et des pillages de biens culturels dans le cadre des actions visant à mettre un terme aux crises en Syrie et en Iraq et à lutter contre la menace que constitue Daech,


D. whereas such acts of destruction of cultural and historical sites and objects are not new and are not confined to Iraq and Syria; whereas, according to UNESCO, ‘cultural heritage is an important component of the cultural identity of communities, groups and individuals, and of social cohesion, so that its intentional destruction may have adverse consequences on human dignity and human rights’ ; stressing that, as stated by UNESCO and others, the product of looting and smuggling of cultural and religious sites and objects in Iraq and Syria by ISIS/Da’esh, is being used to help fund ISIS/Da’esh terrorist activities, with the result that artistic and cultural goods are becoming ‘war weapons’;

D. considérant que de tels actes de destruction de sites et d'objets culturels et historiques ne sont pas un phénomène récent et ne se limitent pas à l'Iraq et à la Syrie; que selon l'Unesco, "le patrimoine culturel est une composante importante de l'identité culturelle des communautés, groupes et individus, et de la cohésion sociale, de sorte que sa destruction intentionnelle peut avoir des conséquences préjudiciables sur la dignité humaine et les droits de l'homme" ; rappelant que, comme l'a exposé entre autres l'Unesco, le produit du pillage de sites culturels et religieux et du trafic d'objets culturels et religieux en Iraq et en Syrie par l'EI est utilisé pour financer ses activités terroristes, si bien que les objets d'art et cultu ...[+++]
