The complainants claim that, because of the limited scope of the block exemption which maritime conferences benefit from under the terms of Regulation n° 4056/86, the applicable legislation is consequently Regulation n° 1017/68 which provides for the application of the rules of competition to transport by rail, by road and by inland waterway, and which, in Article 2, prohibits certain restrictive practices including price-fixing, and which does not exempt activities of the type practised by the FEFC in the field of land transport.
