If there are areas where the government feels, for economic or social policy purposes, that it is important that a mortgage insurance product be delivered that does not meet the test of commercial viability, whether it is CMHC or GE applying that test, the government should specifically develop a program, identify price and pay for that program over and above the operation of a mortgage insurance business on a commercial basis.
S'il y a des régions où le gouvernement estime, pour des raisons de politique économique ou sociale, qu'il est important d'offrir un certain produit d'assurance hypothécaire qui ne répond pas au critère de la viabilité commerciale, que le critère soit appliqué par la SCHL ou par GE, il devrait élaborer un programme exprès à cette fin, il devrait en établir le prix et payer la part qui dépasserait le coût de l'exploitation d'une entreprise d'assurance hypothécaire selon le modèle commercial.
