Where an existing Joint Managing Authority with Commission-approved systems for the management of previous or ongoing programmes is reappointed to manage a joint operational programme, it shall not be necessary to modify the Joint Managing Authority's organisational arrangements, provided the systems used meet the requirements of this Regulation.

ACKNOWLEDGES the overall conclusions of the report which pointed to the complexity of the rules applicable to the Fifth Framework Programme intervention mechanisms, as well as to shortcomings in the Commission’s organisational, coordinating and management structures across five Directorates General, and insufficient human resources and support tools; WELCOMES, in the context of the preparation and implementation of the Sixth Framework Programme, the Commission’s achievements in following up and implementing the Court of Auditors’ rec ...[+++]ommendations in such areas as internal co-ordination and management instruments, ex-post control of projects, staffing and the use of information technology; RECALLS with satisfaction the expeditious manner in which the legislative Decisions on the Sixth Framework Programme were taken, in codecision with the European Parliament, which contributed to the effective launch of the programme; ACKNOWLEDGES that work is necessary to further streamline the management and the procedures applied to project proposers and promoters in the Sixth Framework Programme in order to achieve high quality participation in Community RTD programmes and to avoid unnecessary administrative burdens, while ensuring that the financial interests of the Community are safeguarded in accordance with the Financial Regulation; NOTES that:

The Commission today adopted more specific measures in two major areas of its externalisation policy concerning the management of Community programmes: the management of Community programmes through networks of national agencies and the outsourcing of technical and administrative assistance in the execution of Community programmes.

Recalls its conclusion of 29 April 1993, according to which detailed criteria and mechanisms should be established for cost-effective implementation and improved management of the Framework Programme in order to ensure that its objectives are fully met; reaffirms also its emphasis on the need for the improvement of procedures for systematic, independent and timely evaluation of the Framework Programme; 2.
