Although the French social security contribution on alcohol does serve a "specific purpose", one of the conditions laid down by the excise duty Directive which permits other indirect taxes to be applied, it is not, however, consistent with the same structure of excise duties on alcohol, since it is levied on beverages with an alcoholic strength by volume of 25% or more (instead of 22%) and the basis of assessment is calculated the volume of the finished product and not the pure alcohol content.
Si la cotisation sécurité sociale française sur les alcools poursuit une "finalité spécifique", condition demandée par la directive accises pour admettre l'application d'autres impositions indirectes, elle ne respecte par contre pas la même structure des accises sur l'alcool, dans la mesure où elle porte sur les boissons de plus de 25% alc.vol (au lieu de 22%) et où la cotisation est calculée en fonction du volume du produit fini et non en fonction de l'alcool pur contenu.
