Rail freight freeways are trans-European insofar as they pass through two or more Member States and aim to provide the unobstructed and uninterrupted - particularly at the internal borders - transport of freight by rail within the European Union, under conditions attractive to users.

Your rapporteur considers that the idea of establishing rail freight freeways, as proposed by the Commission, can be immediately implemented within the present Community regulatory framework provided by Directives 91/440/EEC, 95/18/EEC and 95/19/EEC; furthermore, he considers that it will contribute towards a significant increase in the volume of freight carried by rail and pave the way for the smooth passage from the first to the second phase of the liberalization of rail transport.

Votre rapporteur considère que l'idée de la Commission tendant à la création de corridors ferroviaires est immédiatement réalisable sous le régime communautaire actuel résultant des directives 91/440/CEE, 95/18/CE et 95/19/CE. Qui plus est, il pense que la mise en oeuvre de cette idée contribuera à un accroissement sensible de la circulation de fret ferroviaire et préparera un passage sans heurt ni à-coups de la première à la seconde étape de la libéralisation des transports par rail.

Today's presentation to the Commission of documents detailing the broad framework within which the freeways will operate Intermodality and intermodal freight transport in the European Union COM (97) 243 and the technical specifications Freight Freeways for the Transport of Freight by Rail COM (97) 242 of the project is confirmation that all the legal and technical obstacles at EU level have been overcome.
