1. - 2 - The approach adopted by the directive includes the following main points: - any terminal certified as conforming with the technical requirements will be authorized for marketing; - the "right of connection" to public telecommunications networks in the Community will be guaranteed for certified equipment, without the need for repeated testing and approval procedures; - the tests will be carried out and approval issued by approved laboratories and certification bodies set out in a Community list. Accreditation of the laboratory of the manufacturer is possible as long as it satisfies the selection criteria; - the directive demands that the Member States should take all suitable measures to ensure that only terminals which meet the requirements set out in the directive are marketed. The Member States may take measures to disconnect any equipment which is not approved; - certified equipment will all bear an identical mark, namely, the "EC" mark, and other distinctive symbols making them readily identifiable.

The main advantage of a European system is that, from 1 January 1993, only one of the twelve Member States will need to carry out full type-approval in order for a vehicle to be registered throughout the Community on the basis of its EEC type-approval certificate.

- 2 - Transitional period In order to ease the transition from the existing arrangement, where Community requirements are optional, to the proposed system, under which EEC type-approval will be compulsory, and to give those concerned an opportunity to familiarize themselves with the new system, the new Directive proposed by the Commission will, up to 31 December 1995, apply only at the request of the party seeking type-approval.
