– (FR) Mr President, Commissioner, ladies and gentlemen, it is now perfectly clear that we must rebuild a European agricultural model. Instead of having a model based exclusively on production, we must instead redefine a multifunctional agricultural policy which provides social balance and job stability, land management and respect for the environment.

15. Considers that the CAP must help to achieve the objectives laid down in connection with the new water policy set out in the framework directive, so that a gradual shift can be made to a form of agriculture which is in accordance with a sustainable-development model and which performs a 'multifunctional' role including the protection of the European agricultural model and of cohesion between the various EU regions; points out that pricing must not be an obstacle which restricts European agricultural products and makes them less competitive than those of third countries;

Considers that the decisions of the Berlin European Council on reform of the common agricultural policy constitute the basis for negotiation with the objective of making it possible for the EU to secure the European agricultural model, based on family farms and characterised by multifunctionality, sustainable production of agricultural goods and management of the environment and preservation of the countryside; believes, in view of the plural nature of the European agricultural model, that particular attention must be paid to those forms of agriculture which are most at risk, namely small family-type farms, less-favoured areas and ar ...[+++]eas subject to environmental constraints; stresses the importance of agricultural trade, as Europe is the second largest exporter and largest importer of agricultural products;

If Poland’s agricultural standards quickly reach the average standards in the EU, it will just about be able to feed the whole of the EU on its own. That is why we must defend the European agricultural model at the WTO talks, so as to safeguard exports in the future since, in the years and decades to come, we will not find a solution to the problems of agriculture anywhere else but in exports.
