In fact, in the Special Committee's report in 1983, the federal government and First Nations representatives were urged to be bold in defining what Aboriginal governments wanted to exercise in the way of powers under the inherent right of self-government, and their Aboriginal and treaty rights, and then to see whether there could be any incompatibility between what we had laid out as Aboriginal powers, the Indian Act, and Acts of Parliament, in order to make any needed adjustments.
