In the straight limited issue of the constitutional power I did give the opinion in 1980 as an a priori abstract legal question that the issue of holding a referendum on secession from a federal country, the issue of the nature of the referendum question, the content and the timing, was a question of plenary federal powers, not of provincial powers.
Quant à la question proprement dite, limitée, du pouvoir constitutionnel, j'ai donné en 1980 l'opinion juridique abstraite et à priori que la tenue d'un référendum portant sur la sécession d'un pays fédéral, la nature de la question référendaire, son contenu et le moment choisi pour la poser étaient affaires de pleins pouvoirs fédéraux, non de pouvoirs provinciaux.
