La sélection de cette région à titre d’essai dans le cadre de l’application de la stratégie de l’UE pour l’Afrique repose sur deux considérations: d’une part, son importance stratégique pour l’UE et, d’autre part, l’énorme complexité politique et culturelle des trois grands conflits interdépendants qui sévissent dans la région (Soudan, Éthiopie-Érythrée et Somalie) et envers lesquels une approche régionale constituerait la seule stratégie viable ("rien ne sera résolu tant que tout ne sera pas résolu").
The selection of this region as the first test case for the EU Strategy on Africa is based on two considerations: its strategic importance to the EU and the enormous political and cultural complexity of the three main and inter-related conflicts in the region (Sudan, Ethiopia-Eritrea and Somalia), where a regional approach would be the only viable strategy to addressing the conflicts ("nothing will be solved until everything is solved").
