(Return tabled) Question No. 308 Mr. Guy Caron: With regard to the Guaranteed Income Supplement (GIS) Program: (a) since 2003, in Canada and for each province, (i) how many overpayment recovery decisions were made by Service Canada, (ii) how many of these decisions were made concerning a problem with a beneficiary’s marital status; (b) under which policy, government directive, legislation or regulation is the Canada Revenue Agency (CRA) authorized to share personal information with Service Canada about the marital status of taxpayers regarding their GIS file, and where can it be accessed; (c) since 2002, in Canada and in each province, how many ind ...[+++]ividuals, annually, receive GIS benefits; (d) since 2002, in Canada and in each province, how many individuals, annually, qualify for GIS benefits but do not receive them, regardless of the reason; (e) why, between July 2003 and 2011, did Service Canada not have access to the marital status of GIS beneficiaries despite the information sharing protocol it has with the CRA; (f) why did Service Canada (or the department at the time) set aside certain notices of debt regarding overpayment recovery decisions involving GIS beneficiaries between June 1995 and July 2003; and (g) between 2003 and 2013, were there any cases where Service Canada reviewed GIS benefit files to determine whether the government owed amounts to individuals for whom the change in marital status was to their advantage financially, and if so, how many cases per year?

(T) programmes; recalls the Council declaration of December 2008 on strengthening capabilities and the commitment by the Member States to achieve the collective target of 2 % of our defence spending on research funding; calls on the VP/HR and the head of the EDA to provide data on the current situation in this regard; welcomes, therefore, the Commission’s proposals for developing synergies between civilian and defence-related research; highlights, in this connection, the fact that the Horizon 2020 security research programme offers considerable possibilities for the development of capacities in this regard; calls on the Commission a ...[+++]nd the Member States to support the research mission which provides assistance to the Union’s external policies, including technological development in the area of dual-use technologies to enhance interoperability between civil protection and military forces, as stated in the specific programme establishing Horizon 2020; calls on the Commission and the Member States to include corresponding research activities in the annual work programmes; welcomes, also, the initiation of ‘preparatory actions’ and hopes that, in the realm of the CSDP, the next step will be funding, under the forthcoming multiannual financial framework, for a relevant research strand; highlights the importance of implementing a pilot project on CSDP research, to be conducted jointly by the Commission and the EDA, as proposed by Parliament in the 2015 budget in view of the agency implementing Union objectives and the Union’s budget; finds it regrettable, in this connection, that the Commission did not provide Parliament with an assessment of the potential of Article 185 TFEU, as requested in Parliament’s resolution of 21 November 2013 on the European Defence Technological and Industrial Base;

2. Notwithstanding paragraph 1, Member States shall not maintain or introduce in their national law provisions diverging from those laid down in Article 14(2) and Annex II Part A with regard to standard pre-contractual information through a European Standardised Information Sheet (ESIS) and Article 17(1) to (5), (7) and (8) and Annex I with regard to a common, consistent Union standard for the calculation of the annual percentage rate of charge (APRC).
