Stresses the importance of the geographical mobility of workers in accordance with the Treaties; recognises that an improvement in mobility through good local transport increases access to job opportunities, and that the resulting multiplier effect is particularly important in border regions affected by high rates of unemployment; therefore encourages the regions, and the local and regional administrations, authorities and NGOs in border areas, to use resources from the Structural Funds and the Cohesion Fund for infrastructure measures carried out in the context of national and inter-regional cooperation programmes while using the ...[+++]European Social Fund to create better educational and employment opportunities for young people from rural areas;
