Since under the Merger Regulation the effects of mergers are assessed within the context of foreseeable future market developments, and since the main market affected by the two mergers (audit services) is already highly concentrated, the Commission finds it appropriate to examine the proposed merger between KPMG and Ernst Young within the context of the other proposed merger, as well as examining it on its own merits.
