Instead, the Commission proposes that the provision of public services should be established on the basis of an agreement between the state concerned and the railway undertaking - whether state or private - which clearly sets out, inter alia, the services to be provided by the undertaking, the payment to be made by the state to the undertaking as compensation for these services and the duration of the agreement.
