5. observe que le cadre de l'article [9 A] précité permet de conjuguer le principe d'efficacité, en plafonnant le nombre des députés à un niveau encore compatible avec le rôle d'une assemblée législative, le principe de pluralité, en permettant pour chaque État membre que l'éventail des principales orientations politiques, notamment la majorité et l'opposition, soit représenté, et le principe de solidarité, par lequel les États plus peuplés acceptent d'être sous-représentés pour permettre une meilleure représentation des États moins peuplés;

Observes that the framework of the aforementioned Article [9a] makes it possible to combine the principle of efficiency, by imposing a ceiling on the number of Members at a level which is still compatible with the role of a legislative assembly, the principle of plurality, by allowing the main constituents of the spectrum of political opinion in each Member State – particularly the majority and the opposition – to be represented, and the principle of solidarity, whereby the more populous States agree to be under-represented in order to allow the less populous States to be represented better;
