Recalls that the CEF and Horizon 2020 programmes entered into force on 1 January 2014 on the basis of a broad agreement between EU institutions and stakeholders and allows the use of innovative financial instruments to create leverage effects when feasible; points out the fact that turning grants into innovative financial instruments changes de facto the nature of the intervention since the beneficiaries will not be the same;
