The EU has engaged in intensive facilitation efforts to help Bosnia and Herzegovina’s political leaders to find common ground for implementing the Sejdic-Finci judgement, but they could not agree on a solution.

The High Level Group has found common ground in several areas and given practical guidance on issues addressed in Commission Recommendation 2006/585/EC.

The agreement we have is encouraging more effective and efficient land use; it's providing long-term cost savings in the resources required to deal with proximities over time; it has reduced land use incompatibilities between railways and adjacent land use, and helped the land planning process; and it has reduced noise and vibration complaints in a number of jurisdictions across the country.

On this basis, the EU should therefore consider initiating discussions with international partners that use PNR data and those that are considering such use, in order to explore whether there is common ground between them for dealing with PNR transfers on a multilateral level.
