This was the substance of Mr De Clercq's message to Mr Choi Kwang Soo, Foreign Minister of the Republic of Korea, during talks with him on 22 September while Mr De Clercq was in New York for the United Nations General Assembly.

On Intellectual Property Rights the parties will, in so far as their competencies, regulations and policies permit - aim to improve the conditions for adequate and effective protection and reinforcement of intellectual, industrial and commercial property rights in conformity with the highest international standards, - cooperate to secure these objectives, including, where appropriate, through the means of technical assistance, - agree to avoid discriminatory treatment in relation to intellectual property rights and to engage, if necessary, in consultations if problems affecting trade relations arise.
