Believes that the international community should bring about a political solution for Syria which can stop the violence, prevent further use of chemical weapons and promote a democratic transition; calls, in particular, on Russia and China, as permanent members of the Security Council, to face their responsibilities and to facilitate the achievement of a common position and a diplomatic solution to the Syrian crisis, without excluding a role for the UN General Assembly whereby it could take up this matter in the event of a persist ...[+++]ent blockage in the Security Council; is convinced that a lasting solution to the current crisis in Syria can only be achieved through a Syrian-led, inclusive political process with the backing of the international community; continues to support, in this spirit, the efforts of the EU and its Member States and of UN-Arab League Joint Special Representative Lakhdar Brahimi to achieve progress in the Geneva II process and in the Security Council; reiterates its calls for the Security Council to refer the situation in Syria to the International Criminal Court for a formal investigation; reiterates its call for President Assad and his regime to step aside and pave the way for a democratic transition;

Urges the HR/VP to immediately establish contact with emerging political forces in Libya, namely the National Councils formed in Benghazi and other areas, with a view to encouraging transition towards democracy, ensuring the involvement of a wide spectrum of representatives of the Libyan society and empower women and minorities in the transitional process; urges the EU to contribute to democratic reforms and rule of law institutions in Libya by providing support to develop free media and independent civil society organisations, notably democratic political parties, in order for democratic elections to take place in the future;

Stresses the importance of ensuring a safe, transparent and reliable energy transit system between Ukraine and the EU, and therefore welcomes the agreement between Ukraine and Russia on transit fees for 2010; calls, however, for future agreements to be concluded well before they are to come into force, in order to prevent uncertainty as to energy supplies;

Restates its conviction that elections for a Transitional National Assembly were a necessary first step towards a smooth political transition in the country and that they allowed voters to gain a feeling of ownership of their political future, even though elections alone do not automatically lead to democracy; democracy means taking account of the will of the people, through a representative government elected by the people;
