La Commission estime que la séparation fonctionnelle signifie entre autres que le coordonnateur devrait disposer d’une autonomie d’action vis-à-vis de l’entité gestionnaire de l’aéroport, des prestataires de services ou des transporteurs aériens présents sur cet aéroport, ne pas recevoir d’instructions de ces derniers, ni avoir à leur rendre des comptes.
The Commission is of the opinion that functional separation means, among other things, that the coordinator should act autonomously from, not be instructed by and not have a duty to report back to the airport managing body, a service provider or any air carrier operating from the airport concerned.
