Drawing on the generally-positive response to the 1997 Green Paper and building on the emphasis given to the modernisation of work organisation under the "adaptability" pillar of the draft Employment Guidelines for 1999, the Communication (see annex) acknowledges that concrete measures for the organisation of work are the responsibility of firms, and that it is a key role of management, with the appropriate involvement of workers, to develop the most suitable and effective working methods.
