(Return tabled) Question No. 516 Ms. Jinny Jogindera Sims: With regard to the Investment Cooperation Program (INC) managed by the Department of Foreign Affairs and International Trade Canada, for fiscal years 2010-2011 and 2011-2012: (a) what is the total budget of the program; (b) what is the total number of projects funded under the program; (c) what is the total number of applications made under the program; (d) for each approved project, what is the (i) name of the client, (ii) description of the project, (iii) duration of the project, (iv) country where the project is located, (v) total cost of the project, (vi) amount of contrib ...[+++]utions by the government to the project; (e) for each approved project, (i) was the project selected for formal audit, (ii) was this project selected for formal evaluation, (iii) has a report of results been submitted for this project, (iv) was a gender analysis of this project completed; (f) what criteria and guidelines do companies have to meet with regard to human rights, labour and environmental standards to be eligible under the INC program; (g) what is the due diligence process to ensure clients are complying with the contribution agreement; (h) is compliance monitored for the life of the investment; (i) what are the penalties in cases of non-compliance, once support has been given; (j) what information is available to the public regarding projects; and (k) where can information available to the public be found regarding projects?

(b) a list of those clients of the credit rating agency whose contribution to the growth rate in the revenue of the credit rating agency in the previous financial year exceeded the growth rate in the total revenues of the credit rating agency in that year by a factor of more than 1.5 times; each such client shall only be included on this list where in that year it accounted for more than 0.25 % of the worldwide total revenues of the credit rating agency at global level.

Notes that for years the Chinese banking system has been growing rapidly; that this has been accompanied by a gradual opening of the banking and financial sector to foreign interests; that this is taking place in accordance with the basic principles of the WTO Agreement and the transitional periods granted to China when it joined the WTO; that many Chinese commercial banks have already been authorised to work with foreign lenders; that, finally, more than 400 international banks and financial institutions have opened branches or representations in China; calls on China to continue this process, further to relax the remaining restrictions on foreign banks as regards customer transactions, areas of business an ...[+++]d regional activities and ultimately to dismantle them altogether in order to create greater scope for development for foreign banks or banks with foreign capital participation; calls on China, furthermore, to allow all foreign or mixed banks to conduct customer transactions in the Renminbi, and, in the near future to lift all restrictions on Renminbi transactions by foreign banks throughout China; calls on China, furthermore, in addition to relaxing market access rules for foreign or mixed banks implemented introduced so far, also to relax controls on external financial institutions and, in this connection, to reduce the capital requirements for the establishment of foreign financial institutions from the present excessively high level so as to allow these undertakings effective market access;

2. Member States shall require that, where the institution or person concerned is unable to comply with points (a), (b) and (c) of Article 7(1), it may only open an account provided there are adequate safeguards in place to ensure that financial transactions are not performed on behalf of the customer until final clarification on the basis of full compliance with the aforementioned provisions is obtained; in the event of continued non-compliance with the aforementioned provisions the institution or person concerned shall not establish a business relationship or perform any transaction, or shall terminate any existing business relationsh ...[+++]ip, and shall consider making a report to the financial intelligence unit in accordance with Article 19 in relation to the customer.

2.
