Il a pour socle les Règlements Bruxelles I et II (ces règlements portent sur la reconnaissance et l'exécution des décisions en matière civile et commerciale ainsi qu'en matière de droit de la famille); il vise, à terme, à supprimer l'« exequatur » pour toutes décisions en matière civile et commerciale.
As regards the mutual recognition of judicial decisions in civil matters, a programme has been adopted which is based on the Brussels I and II Regulations (these Regulations deal with the recognition and enforcement of judgments in civil and commercial matters and in family law matters respectively); it is designed, in the long term, to abolish the "exequatur" requirement for enforcing decisions in civil and commercial matters in another Member State.
