b) un étudiant suivant des cours ou un professeur enseignant dans un établissement d’enseignement situé à l’extérieur du Canada, qui est une université, un collège ou autre établissement d’enseignement dispensant des cours de niveau post-secondaire, qui avait, au cours d’une année antérieure, cessé de résider au Québec lors ou à la suite de son départ pour aller fréquenter cet établissement ou y enseigner, selon le cas,
(b) a student attending, or a teacher teaching at, an educational institution outside Canada that is a university, college or other educational institution providing courses at a post-secondary school level who had, in any previous year, ceased to be resident in the Province of Quebec in the course of or subsequent to moving to attend or to teach at, as the case may be, that institution,
