Those conditions and practices should ensure a high level of animal welfare, which in certain aspects should go beyond the Union animal welfare standards applicable to livestock production in general.

The EU should also encourage third countries to implement country-by-country reporting, for greater transparency and accountability internationally.

Underlines that increased complementarity between humanitarian and development aid is needed in order to address the issues of effectiveness and the humanitarian financing gaps, and should go hand in hand with increased development aid and humanitarian funding; calls on the EU, its Member States and other international donors to fully commit at the WHS to all proposed Core Commitments included in the Agenda for Humanity, which focuses on reducing the humanitarian impact of the conduct of hostilities and enabling humanitarian action.

A Union financial contribution should also be available, subject to certain conditions, for emergency measures aimed at containing the pests which have the most severe impact on the Union and which cannot be eradicated in certain zones and for prevention measures concerning those pests.

14. Calls again on the Commission to put forward proposals for the completion of the EMU without delay in accordance with all the guidelines in its blueprint on a deep and genuine EMU; notes that the completion of the EMU should be based on the community method; Reiterates once more its demand for a legal act on ‘convergence guidelines’ to be adopted under the ordinary legislative procedure, laying down, for a set period, a very limited number of targets for the most urgent reform measures and its request that the Member States ensure that the national reform programmes should be established on the basis of the aforementioned convergen ...[+++]ce guidelines and verified by the Commission; calls on the Member States to commit themselves to fully implementing their national reform programmes; suggests that, on this basis, the Member States could enter into a ’convergence partnership’ with the EU institutions, with the possibility of conditional funding for reform activities; reiterates that such stronger economic cooperation should go hand in hand with an incentive-based financial mechanism; considers that any additional funding or instruments, such as a solidarity mechanism, must be an integral part of the EU budget, but outside the agreed multiannual financial framework (MFF) envelope;

In this regard, the European Parliament, the Council of the European Union and the European Commission agree that up to 25 % of the budget over the period 2014-2020 of the Regulation EU No 235/2014 of the European Parliament and of the Council of 11 March 2014 establishing a financial instrument for democracy and human rights worldwide should be devoted to the funding of EU EOMs, depending on annual election priorities.
