In my view, it is likely that Bill C-55 does infringe the guarantee of freedom of expression.because clause 3 of the bill prohibits Canadian advertisers from purchasing advertising from a foreign publisher of a periodical.In my view, that constitutes a limit on freedom of expression because our courts have held that commercial speech, including advertising, is a protected right.
