In order, for example, to protect the family home, the Member State where the home is located should be permitted to apply its own law, without prejudice to the transaction protection provisions applicable in the Member State concerned, whose precedence is guaranteed by Article 35.

Calls on the Agency for Fundamental Rights to conduct a study assessing how effectively and under what conditions the right to housing and housing assistance is implemented in the Member States, involving relevant stakeholders in the process; calls on the agency to promote the exchange of best practices in the effective implementation of the right to housing for particularly vulnerable groups, including the homeless; calls on the Commission to follow such activities within the Social Investment Package;
