Communication from the Commission of 22 November 2000 "Towards a common asylum procedure and a uniform status, valid throughout the Union, for persons granted asylum" [COM(2000) 755 final - Not published in the Official Journal] In this communication the Commission suggests that processing asylum applications in the region of origin, combined with a resettlement scheme, could be a way of offering protection to refugees and ensuring that they did not fall victim to gangs engaged in illegal immigration or trafficking.
